Instructor Background: A = 25-year member of the Chicago Police Department…served as a district patrol a= nd gang officer, a enforcement officer in the Gang Crime Enforcement Unit-Nort= h, a member of the Hostage-Barricade-Terrorist Team, a Detective in the Bomb and Arson Section, a multi-term member of the board of directors as well as a f= ull-time field rep for the Fraternal Order of Police, Chicago Lodge #7, a trainer for Chicago Police Department recruits, pre-service Detectives, Sergeants and Lieutenants, the Cook County Sheriff’s Department, as well as for many Chicago area suburban police agencies. Educationally, Dr. Angelo earned his undergraduate and graduate degrees from Lewis University in Criminal-Social Justice and his doctoral degree from Loyola University, Chicago in Curricul= um and Instruction. Presently, Dr. Angelo serves as director of CCSJ’s undergraduate program in Public Safety Management.

Course Description: This rigorous c= ourse examines risk management theory and practice relative to strategic and operational planning in both the private and public sectors. The risk management process is developed in detail, with the study of risk analysis, security surveys, planning, decision-making, program implementation, equipm= ent recommendation and other countermeasures addressed throughout the course. Students will examine and utilize the management of risk associated with conditions and events, including fire, crime and terrorism, safety deficiencies, hazardous and toxic materials, natural disasters and stakehol= der safety. An extensive site evaluation will be conducted and presented to app= ly these concepts in a practical application realm.

Learning Outcomes/Competencies: Students in this course will develop a greater understanding of the intricacies invo= lved in recognizing, planning and responding to events that impact the public safety. In today’s environment, public safety personnel need to be equipped with the tools necessary to remain in a position to perform numero= us tasks while becoming ever vigilant and proactive in addressing the multifac= eted needs of American society. The student of this course will develop several knowledge based techniques and approaches to be current and effective in providing the ever-changing skills necessary to protect society in the 21st Century.

*Final Project, Project Presentation / Group Involvement: The classroom presenta= tion of the final projects will be pre-scheduled and conducted at both, the AM and PM class sessions on the fi= nal class date. The site evaluation project and the corresponding presentation = are worth 70% of the total course grade. Individuals= must contribute to the overall completion of the course project, as directed and agreed upon by your fellow group members. The project must be typed, in the proper format, contain all necessary components as discussed throughout the course sessions and presented with a supporting Power Point… all of which will be continually addressed by Dr. Angelo.

**Class Participation of Course Assignments: Class participation is vital to any learning process. Students should always be prepared to discuss the assigned material(s) and mandatory outside readings= as listed. Each and every student is strongly encouraged to actively participa= te throughout this term. Class participation (or lack thereof), may affect the group’s final grades and is certainly included in the determination of the individual student’s final grade.

Outside Readings:&= nbsp; Students encouraged in order to become more involve in independent r= eadings; a maximum of 2 separate…course-specific readings will be accepted and added to t= he student’s final grade. These outside readings should be brought to the class and presented to the class in an overview mode. The article content w= ill then be further discussed on its course relevance, professional impact and overall potential to be accepted and/or rejected by today’s members of the public safety community.  &n= bsp;

Course Policy for Assignments: Students will be given ample time to work on their assignments. All assignments are = to be turned in at the beginning of the class period on the day they are due. Students should be aware that late assignments are accepted, but reduced by= (at least) one letter grade, unless previous arrangements have been made and ag= reed to between the student and the instructor.

Withdrawal from Classes Policy: <= /b>After the last day for class changes has passed, students may withdraw from a cou= rse with permission from the instructor and the Graduate Coordinator. A written request detailing the reason(s) for the withdrawal must be filed with the Registrar. The Registrar must receive written request for withdrawal by the last day of classes prior to the final examination dates specified in the catalogue. Written requests may be mailed to the Registrar or faxed to the College fax number 219-473-4259. Students are to make note of the refund schedule when withdrawing from courses. The request is forwarded to the fac= ulty member, who makes the final determination to accept or deny the request. If= the request is honored, the student will receive notification of official withdrawal; if denied, the notification will indicate why the withdrawal is disallowed. An official withd= rawal is recorded as a "W" the transcripts. Dropping a course without written permission automatically incurs an "F" for the course (see Refund Schedule).
