Instructor Background:

Dr. Pastor received his Ph.D. in Public Policy Analysi= s from the University of Illinois at Chicago (U.I.C.), with his dissertation entitled: Assessing the Functional & Constitutional Implications of Private Security Patrols on Public Streets. He also graduated from John Marshall Law = School, and is a licensed attorney with substantial experience in police and securi= ty matters. He has a Master̵= 7;s Degree in Criminal Justice from U.I.C. with his thesis entitled: A Critical Analysis of Terrorism, and a Bachelor’s Degree in Law Enforcement Management and Sociology f= rom Western Illinois University= .

Dr. Pastor served nine years with the Chicago Police Department, where he worked as an Assistant Department Advocate, a tactical police officer in the Gang Crime Enforcement Unit, and as a patrol officer = in the 21^st District. He later worked as a Legal Counsel/ Operational Auditor for SecurityLink, and as= a Legal Advisor/Senior Consultant with the Office of International Criminal Justice= at U.I.C. Dr. Pastor has also wo= rked for a law firm that contracted with a police union, and represented security firms and police officers from various departments from the Chicago Metro a= rea in his own law practice.

In addition to his teaching responsibilities, he is the president of SecureLaw Ltd., a public safety &a= mp; security services firm.

Course Description:

This course will provide an overview of civil laws related to crime, misconduct,= and terrorism. This entails tort = laws, sexual harassment, workplace violence, terrorism cases and statutes along with related best practice methods and indicators to reduce the incid= ence and liability exposures related to such.

Students will formulate a rese= arch question and use the criminal justice abstracts to answer that questio= n in the form of a policy memo.

Assessment:    Students wil= l be given an examination which will include true/false, multiple choice and sho= rt answer questions. The exam will cover the reading assignments and class lecture. Students will formulate a research question and write a five (5) p= age policy memorandum. Students will participate in class by doing blogs, case briefs and answering legal questions through the Socratic Method.

Class Policy = on Attendance: It is a serious matter when a student misses even one sessi= on due to the accelerated format of the program.

Class Partici= pation: Class participation is vital to the learning process. Students will be prepared to discu= ss the assigned material. Students should always be pr= epared to discuss the assigned material(s) and readings as listed. Each and every student is strongly encouraged to actively participate throughout the term. Class participation (or lack thereof) affect the student’s final grade and is included in the determination of the final grade. =

Read Security Law and Methods Pr= eface and Chapter 1.

Post blog on premises liabi= lity and related security methods in chapter 1. Your post is to summarize the key concepts and principles in chapter 1.

In this section, it refers to CCSJ students with instructions to post summarie= s of chapters 1.

In order to foster the learnin= g process of these cases, each student will summarize one case per week. The selectio= n of particular cases to the particular student will be determined by students. =

Week Three-To= pic & Assignments: Workplace Violence &am= p; Sexual Harassment (11-10-10)

Read concepts, statistics a= nd security methods in Chapters 6 and 7 of Security Law and Methods. Students may elect to assign specific case(s) to e= ach student, who will then be responsible to present the case to the class.

Week Four- To= pic & Assignments: Legal Authority & Liability (11-17-10)

Read cases in chapters 10 a= nd 11, and the overview in Part Four entitled Legal Authority & Liability in Security Law and Methods. S= pecific cases will be assigned by and to students in each chapter. In addition, rea= d chapters 2-5 in The Privatization of Police in America.

Week Five - T= opic & Assignments: Terrorism Issues, Cases & Statutes (12-1-10)

THIS WILL BE A VIRTUAL CLAS= S. Instead of going to the physical class, you will read the books and post comments on the internet.

Read overview in Part Five.= Read and post one case from Chapter 12 of Security Law and Methods, and read chapters 1 and 8 in The Privatization = of Police in America. Post your case in the blog according to the aforementioned instructions. You must post your comments BEFORE DE= CEMBER 8^th   The post must be posted in the sect= ion entitled: Security Law & Me= thods-PSM 417.= <= o:p>

In addition, post a substan= tive comment in five different blog subjects (legal, policing or public safety issue). Once you make these posts, you mus= t do the following: List each post and the date/time of each post on a sheet of paper. Tender this paper to the instructor in class on DECEMBER 8, 2010.

Week Six- Top= ic & Assignments: Exam & Research Pr= oject (12-8-10)

            Final Exam. Research memorandum due.

Research Memorandum: A written research= memorandum will be due on the sixth week of class. The paper is worth 30% of the total course grade. The paper should be typed-written in 12-point font, 1 ½= ; spaced, in proper APA format plus a bibliography. The paper must be at least 5 pages of material that addresses= the specific topic and which has been previously been approved by the instructor. The student may choose one these topics= (or another topic with a legal and public safety/security component):

These topics are well established in both in case law and statutes. However, wi= th the threat of terrorism, the established legal principles may need to be revise= d. For example, in July 2005, followi= ng the bus and train bombings in Lond= on, police shot and killed a passenger suspected of being a suicide bomber. Tragically, this assumption was wrong. It is my belief that American public safety and law enforcement personnel will be faced with sim= ilar difficult decisions. Current = Use of Force policies may be ill prepared for this dynamic and dangerous circumstance. The same can be= said for searches, interrogations, intelligence gathering and surveillance metho= ds, liability for violent crime and terrorism, and legal authority for private security personnel.

In general, the research paper should, at a mini= mum, deal with the impact of terrorism, and have some relationship to laws and operations relating to public safety. For example, the student may choose to examine specific laws, such as the USA Patriot Act, NSA Terrorism Surveillance, Terrorism Risk Insurance A= ct, the SAFETY Act, and the like. In addition, the student should research current case law for guidance and instruction. In short, these dynamic times require thoughtful preparation—which needs to be addressed prior to any pending crisis.<= span style=3D'mso-spacerun:yes'> The memorandum should be designed = as a guide for policy makers addressing important legal issues with due consideration = for the operational implications of the specific issue. Students are required to locate= five separate and course-specific readings for their research.

Case Presenta= tions: Students will be assigned cases to be read, briefed, and presented to the class. It is the responsibility of the st= udent to prepare his/her assigned presentation.&nbs= p; The student will be graded for the quality and depth of the presentation. The accumulative presentations will be worth 20% of the final grade. If the student does not attend cla= ss to present the case(s), then the student will present a typed brief for each assigned case to the instructor. Tutoring Center:

The Tutoring = Center is dedicated to supporting Calumet College of St. Joseph students.&nb= sp; Students work with tutors to develop course competencies and study skills such as time management, test preparation, and note taking. In addition, students are provided= with tutoring support to help pass courses, to improve grade point average, and = to promote continuing education and career advancement. Statement of Plagiarism:

If an instructor or other Calumet College of St. Jose= ph personnel find that a student has plagiarized or been involved in another f= orm of academic dishonesty, the instructor or other personnel may elect to bring the matter up for judicial review. The maximum penalty for any form of acad= emic dishonesty is dismissal from the College. Written assignments associated with the Calumet College of St. Joseph's Public Safety Management program will utilize the most recent APA guidelines. Public Safety Management program students should first follow the APA guidelines within their PSM Undergraduate Writing Manual for = most format concerns. It should be noted that when the PSM Undergradua= te Writing Manual is silent to a specific format instance, students should then refer to the APA Publication Manual for clarification concerning those particular formatting and/or citation guidelines.

Withdrawal from Classes Policy:

After the last day for class changes has passed (see College calendar), students may withdraw from a course in which they are registered with permission from the faculty member conducting the course. A written request detailing the reason(s) for the withdrawal must be filed wi= th the Registrar. The Registrar must receive written request for withdrawal by= the last day of classes prior to the final examination dates specified in the catalogue. Written requests may be mailed to the Registrar or faxed to the College fax number 219-473-4259. Students are to make note of the refund schedule when withdrawing from courses. The request is forwarded to the fac= ulty member, who makes the final determination to accept or deny the request. If= the request is honored, the student will receive notification of official withdrawal; if denied, the notification will indicate why the withdrawal is disallowed.

An official withdrawal is recorded as a "W"= grade on the student's transcript. Dropping a course without written permission automatically incurs an "F" grade for the course (see Refund Schedule).
